The Early Learning and Child Care (ELCC) Division of Manitoba Education and Early Childhood Learning ensures that all licensed child care services in Manitoba are in compliance with The Community Child Care Standards Act, and that they provide safe, accessible, affordable, and high-quality child care services for families. ELCC Division develops and administers legislation, regulations, best practices, policies, procedures, and new initiatives, and makes recommendations on multi-year planning.
